. . . Many folks would consider 5 percent above cost of living a good raise. So a lot of taxpayers, not to mention employees of other state agencies, will find it hard to swallow that the N.C. Department of Transportation handed out raises as high as 65 percent to 5,300 employees.
Legislative budget writers say NCDOT misinterpreted a budget provision intended to help the agency make its salaries more competitive. NCDOT officials stand by the interpretation. How could their communication get so screwed up?. . .
