Conditional rezoning request #R-2021-01-CD, proposed asphalt plant meetings

UPDATE: The location for both the March 30 neighborhood compatibility meeting and the April 15 planning board meeting will now be the Thomas Auditorium at Blue Ridge Community College.

Here are the upcoming meetings on Conditional Rezoning Request # R-2021-01-CD for the proposed asphalt plant, organized through the Henderson County Planning Department. This application was withdrawn last year, but has now been resubmitted by the developer. To submit public comments about this project to the planning department, click here.

Neighborhood Compatibility Meeting

  • Who: Project developer and/or representatives; affected property owners and residents
  • When: Tuesday, March 30, at 4:00 p.m.
  • Where: Thomas Auditorium at Blue Ridge Community College (49 East Campus Drive, Flat Rock)
  • Why: To allow the public to meet with the applicant and to directly ask questions about the rezoning request and site plan. This is not a public hearing or open public comment meeting.

Technical Review Committee Meeting

  • Who: Henderson County technical review committee (TRC)
  • When: Tuesday, April 6, at 2:00 p.m.
  • Where: TBD
  • Why: Review of the site plan by the TRC. The TRC will not approve the site plan or make a recommendation on the application. The TRC does not have authority of technical requirements under the State or EPA and will not discuss those standards. Any required permits from the EPA, State, Federal, or Department of Environmental Quality (DEQ) (including related water or air quality restrictions) will be required as conditions of approval if the Board of Commissioners approves the application.

Planning Board Meeting

  • Who: Henderson County planning board
  • When: Thursday, April 15, at 5:30 p.m.
  • Where: Thomas Auditorium at Blue Ridge Community College (49 East Campus Drive, Flat Rock)
  • Why: Review of the conditional rezoning request application. The planning board does not approve or deny the rezoning application. They will make a recommendation to the Board of Commissioners, who have the final approval or denial authority. Planning board meetings are open to the public and at the discretion of the planning board, public comment may be allowed with a time limitation of 2-3 minutes per speaker or group representative.

Board of Commissioners Public Hearing

  • Who: Henderson County Board of Commissioners
  • When: TBD
  • Where: TBD
  • Why: Public hearing on the conditional rezoning request application. Property owners within 400 feet of the proposed rezoning will receive notification. The property will be posted with the public hearing date and two notices of the hearing will run in the Hendersonville Lightning. The Board of Commissioners have the final authority to approve or deny the application.
